Internet speed suddenly slow

Hi,

Two days ago i started having some internet speed issues. The speed droped from 10MBps to 4MBps. It jumps up and down from time to time (sometimes i get 1MBps,sometimes 6MBps and sometimes 8MBps). I am using speedtest.net to check the speeds. So far i have tried :

Reinstalling the drivers,and using newer and older versions.
Switching the network adapter.
Disableing firewall,av and other apps that use internet and windows updates.

The speeds are fine on my other pc,laptop and my smartphone (all checked using speedtest,i get about 9,60-9,80MBps). Any ideas what might cause this.

You could try Booting in Safe mode with Networking, then doing the test. That would eliminate any programs causing the issue that you may not know about.

Just something to try.

If you don't know how to boot in safe mode, tap f8 during startup.

In safe mode and on Linux the speed is normal,when i reinstall the drivers sometimes it will go back to 10Mbps but after the restart it starts going up and down. Not sure what to do anymore.
