Is it possible to set it so that all profile use one set profile?

I was wondering if it be possible to set it so that all profile use one set profile so that it doesn't have to run the personalizing for each new user?
They login against the domain, but the user profile are stored locally.

My idea: If you replace the default aero theme file(s), the your theme would load as default. :sarc:

What theme files are you referrring to? like where are the locations?

I believe that would defeat the purpose of having multiple user accounts. Just use one account for everyone.

Replacing the theme with your own won't stop the personlizing on first logon, I think part of the personlizing process is applying the theme.

Currently the domain user login and the default profile is copied and the personalization is loaded the first time.
I was wondering if there is a way to stop it from loading since it is the same profile all the time.
