I would check the manufacturers website for the latest audio drivers. If you have the latest driver installed you may want to un install them in control panel, restart and let windows install the generic audio driver to see if it will work better.

I understand and I know how to do this all, however, I was told to do that in the past too...

Watched your video. It is possible that it is just the Windows Startup Wave file that is damaged? How do other sounds work - music mp3's etc? If it is just the startup file is corrupted, you could run sfc /scannow to replace any missing/corrupt files.

Actually, Its not just the start-up sound, and the start up sound by the way, it does not always skip in that area of the song, sometimes my computer starts without it skipping, then sometimes my computer starts and then Bo boo bzxzxzxzxzxzxzczxzxzxoooo booo < Thats it skipping xD Anyways my Mp3's would once and awhile would skip. But it seems as if the music skips when the HDD Is busy writing or reading something, like one time I had a movie running, and a Norton scan running, The Whole computer froze up for 15 seconds and made the skipping sound and just continued

If it were me, I'd...
a) run CCleaner,
b) defrag,
c) change startup sound to something else,
d) reboot,
e) if new sound skips/jumps uninstall sound drivers & reboot letting Windows automatically update driver
f) if new sound doesn't skip/jump change it back to the old one.
g) for good measure instal/update/run Malwarebytes Antimalware.

It might be that your Pc has a problem multitasking. Run memtest and report back.

I see from your posted system specs that you only have 2Gigs...

Do you have a lot of things running at boot? You could thin out some resource hogs from MSCONFIG.

When was the last time you defragged? Do you have your system set to automaticly defrag? How full is the disk?

Ok... if this has always happened, then you either live with it or upgrade.
If this has only started to happen recently, next time it stutters I'd suggest getting a snip of your task manager's Processes and Performance tabs. Detailed views can be found in Resource Monitor.

(Obviously, I'd have task manager open and snipping tool ready, and try to recreate the occurance.)
