Is my nvidia gf 260 damaged?

Since we moved to our new apartment i can't get my tv to work properly with my computer, my htc shift mini computer connected using vga from it to tv's vga shows perfect 1920x1080 picture.

but my desktop, using dvi-hdmi shows picture out of bounds, picture outside of display edge, and generally very poor picture quality.

So i plugged in a vga cable from the tv to my computer dvi using an adapter and now it can't even detect the correct resolutions for the tv, it sees it as some 4:3 tv and not the correct, you see the screenshot? picture isn't correct and the tv is complaining about it... i don't know what to do!
