Something is definitely not right. Over 3GBs of Hardware Reserved is the problem. You are not runnung OSX in double boot - are you??

I remember vaguely that there is some setting in the BIOS with which you can fix that - but forgot the details. Maybe another member remembers.

You are running a 32-bit OS, you will never get the full use of your memory under a 32-bit OS.

With google chrome running my RAM usage is 1.32 GB. But I have many programs running-google drive, skydrive, media player beside the sidebar, dwm and explorer.
I must add that your RAM usage for dwm is double that of me, for sidebar is little more than double and explorer is again double that of me.
