No. It may cause a little extra wear & tear on the drive but doubt it would make a significant difference in the life of the drive.

No, as long as you don't have it turning the hard drives off and on every few minutes. That would wear the drive out faster.

It's not going to hurt to turn it off either. The settings is basically just a power saving feature for HDD's. It won't affect a SSD. It's just a personal choice if you want to use it or not.

If you have your computer on all day, and it's idle for periods of time, then you could save on your energy bill some with this setting turned on.

It just depends on how long you want your HDD's to sit idle before they get automatically turned off. You would base this on how you use your computer. This way you could find that balance of having them turned off when not needed, and not having them turn off and on a lot if you are constantly using the HDD's while using the computer.

I use 20 minutes.

I use my laptop more than 6 hours in day and sometimes about 12 hours

Turning the hard drive off when idle should help preserve your battery. The drawback is that there will be a slight delay while the drive powers back up when needed. Your screen uses the most power so I would have that shutoff rather quickly but have the disk drive power down after a longer period.
