July 12 auto update: Fail to boot

My system: Self built I7, 8G mem, Asus MB, 2TB HD. Win 7 Hm Premium 64. I did do a dual boot with XP Pro on a second HD.

Worked fine for over 2 years. Have Windows auto update enabled. Sunday July 12 2015 when shutting down, auto update had a number of updates to install. Oddly, several hours later it was it was still installing. Eventually, it shut down. Went to turn on and won't get past the pulsating 'Starting Windows' splash screen, which runs continuously now. Restart did not help.

Here's what I’ve tried to fix so far:
All manner of fixes using the Win 7 DVD repair options.
Start repair (did not find a problem)
System Restore (keep getting 'unable to restore to earlier date' error)
Will not start in safe Mode
Tried the C prompt 'del pending.xml' (get 'did not find file' message)

I read a post, which I cannot find again, about the Win update in question causing a problem with dual boot systems. Other wise, I'm at a loss to figure this out. Any held beyond what I've tried would be appreciated

As mentioned, cannot get passed the splash screen, so unable to install or run any diagnostic programs.

same kind of problem i faced during june's patch tuesday but eventually my windows splash screen gone til booted but the time increased after those updates

first go through it now the thing is that culprit update
(windows replaces old patches with updated patches with a new name)
thus is replaced by KB3070102 this time so what you do it that try installing rest updates just omitting it out, this months update i yet to install so just guessing it may be the reason coz similar i had experienced last month
so plz try and let us know

so for that you stuck up at start screen do one thing power it off and re open start up repair (from dvd/usb) what ever mode you did as you mentioned and do the system restore from there
system restore from start up will work for you as it is running from external point and won't be interfered by other programs
thing is the restore option can say FAILED there also but sometimes it gives false error actually it wud be restored once you open up windows

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file
