jumping cursor

When win7 boots and completes the cursor is locked on the left side of screen, and jumps up and down randomly. Booting into safe mode with networking the cursor works fine.

this is a wired mouse logictech. This computer has been working fine until 3 days ago. I have performed a clean boot and problem remains. This only happens when booting normally.

You didn't say, but can we assume that it's a lazer mouse ?
I'd first try another mouse to see if it's the mouse itself.
You can also go into the hardware manager and uninstall the mouse.
If it shows more than one mouse, delete them both. Then reboot, and windows will install the proper mouse driver. Never just assume that your mouse is OK, because they do fail.

It's always a good idea to keep another known-good mouse on hand.

It is a wheel mouse (OLD). The mouse is stable if I boot in "SafeMode". Only unstable in normal mode.

As TechnoMage says a mouse may fail, so if after doing as suggested in Device Manager & the problem is still there, try another mouse. Substitution is very good way of finding the cause of a problem.

Thanks for the help. I found the culprit. It was an external device on the com port. Since com ports are not active in SAFE MODE, it would not show up. Home automation device was the problem.
