KB4512506 won't install, error 80073701

I have been trying to get this update to install. I have installed the SHA2 fix but that didn't fix it, though it did change the error to the one I submitted. I have tried the repair script recommended by MS Knowledge Base, no effect. I did run across several files that would not register using RegSvr32; I attached a list of those and the error codes it gave in FileIssues.txt. SFC scan runs clean. I did have Norton preinstalled on my system, but I have removed it using the removal utility provided by Norton. I was using AVG for a while, was not happy with the performance hits I seemed to be taking with it, so I switched to AntiVir (which I used to used on my computer previous to this one).
I cannot upload the CBS zipped file, it is 18MB and the limit for .zip files is 8.45MB. Here is a MyDrive link to it, I have made it shareable: CBS.zip - Google Drive

sfc /scannnow shows no integrity issues. Here is the CBS logs produced by AutoSurt. This time it was a lot smaller.

I am also having this exact issue. Sfc/scannow indicates no abnormalities and I have the CBS file from SURT. Should I post it in my own thread?
