Key FN is active by default

Hello,
Is there any way to disactive FN Key by default?
To close some folder I need to press FN + Alt + F4
This is a new Toshiba LapTop. It is not a Windows problem.

There seems to be settings for the FN key. From searching the path seems to be:

Start> All programs> Toshiba> Utilities> Accessibility

If no help, tell us the full model # of your laptop.
