So I've been doing a lot of different ways to fix this that I've found online.

Things I've Done:

1. Fonts> Font Settings> Unchecked "Hide fonts based on language settings"
2. Check windows update for optional updates for the language pack (none found)
3. Control Panel> Clock, Language, and Region> Region and Language> Administrative> Change System Locale to Korea
4. C:\Windows\System32\FNTCACHE.DAT and deleted it
5. Made a new user and checked to see if the text reads there. (It does, but still not on my main user)

Not sure what that means, but if anyone could help and enlighten me on the situation I would appreciate it

Through further tests I've learned that I can type and read korean texts everywhere else besides my google chrome.
So I checked the google chrome settings.
Added Korean to the language inputs.
and still getting boxes, but if I type in another program
I can see the korean characters.

Try changing your direct write settings by going to:
chrome://flags/#disable-direct-write
Select "relaunch now" at the bottom of the tab after changing the setting there.
