laptop crashed and now stuck in repair computer loop

my laptop crashed two days ago whilst browsing the internet and i had to force a shut down, when i restarted my laptop it gave me two options, one being the startup repair and the other being to start windows normally.

neither work.

the startup repair sends me to a blank blue windows screen and after 2 hours of waiting i abandoned that and attempted to just start windows, which loops me back round to the startup error page.

i have searched for a fix and therefore attempted to boot my laptop in safe mode which loops back round and i have also tried to use the last known good configuration which sends me to a green windows screen and again after hours of waiting nothing is gained.

My last move has been to try and create a repair disk through my friends laptop but after fiddling with the boot order to finally get it to even recognise the disc is doesnt work. i assume its because i made the disc through a windows 8 machine and not a windows 7 one.

Any help would be greatly appreciated, this is super frustrating and i have ran out of ideas

leading up to if necessary rescuiing your files to run Factory Recovery or do the superior Clean REinstall.

The disks needed for repairs or reinstall are all provided along with flash stick alternatives. Be sure to ask back for help if you have any further problems booting the disk, once you know you have an intact ISO file that completely downloaded and was burned to DVD or written to flash stick using the tool provided. Then set the HDD to boot first in BIOS setup, trigger the media to boot by tapping the Samsung F12 one-time Boot Menu key at restart.
 
ive created another repair disk through windows 7 this time and have taken a new step, the laptop now recognises the disk and allows me to choose a language, after clicking continue it goes straight to a blank blue screen with only the cursor. any ideas why this is happening and how i can fix it?
