Laptop fan turns on and off

My laptop fan gets very loud every few minutes and then quiets down for a few minutes, does anyone know how to fix this?

It might be due to.. automatic temperature control mode..so it maybe good.. but there maybe softwares to contorl it
as in .. in my hplaptop there is hp cool sense software installed..which is urs?

I've seen this all the time in my notebook with Windows 7. It's because the computer speeds up the fan when the temperature is increasing (to help with refrigeration) or slow it down when it's getting cooler (to save power), all this done automatically. I'm not sure if it's Windows or the BIOS itself what does this automatic regulation, but it's normal when it happens in response to temperature changes.

You may see that when you run more resource-demanding programs, like games, when temperature is likely to increase, or another change if you leave the system idle when it cools down.

Fan cycling can become quite pronounced when dust accumulation reduces heat transfer. Also if the air intake (usually on the bottom) or discharge is blocked. Try blowing out the intake and exhaust and avoid placing the laptop on soft surfaces (like a blanket) that can block the intake.
