Laptop stuck on Dell screen

I have format my Dell 15 3000 series. Format is done but Now laptop screen stuck on Dell screen and F2 F12 button not working .
When I remove my HDD the laptop is working suggest me.

Is there in BIOS setting or what.

What do you mean by "formatted"
Usually that would remove all that is on it meaning even your personal files are now gone.

Boot to your installation media dvd or flash drive and reinstall win-7.
Clean Install Windows 7

I have deleted all the partitions from HDD.
Ok thanks i have solved my problem.

Actually this hdd not working on Dell laptop but in another system works good.
