Launching a program (warning: silly question)

Is it possible to configure a Windows 7 system such that the first time a file with a particular extension is double clicked a program opens said file; however, starting the second time that specific file is double clicked another program opens it?

Windows by itself has no way of doing this directly.

For one, this would require to remember which files have been opened by Explorer and check for it to know if it was the first or subsequent time, then launch the appropriate tool afterwards. Windows Explorer just allows a single program to be associated with a particular extension.

If you can write a script or program yourself that does what I describe you can associate the extension with such program and it'll in turn launch the appropriate program according to its history, thus indirectly achieving what you want.

Just a question, why do you want to do this? What problem are you trying to solve?
