live mail will not send

I went through all the setting with my provider and still will not send, I can receive though.
I have live mail 2012.
Here is the error

Do you think I can uninstall it and re install? If so whats the best way.

You can try sending the mail by changing the outgoing port number. I think this trick would work for you.

The error message tells you exactly what you need to do, you have the account set-up with the wrong security settings - check with your ISP or eMail provider for the exact settings you need to enter, pay particular attention to the security settings which is what is failing as described in the error message.

Re-installing will not cure a configuration issue, nor will randomly changing port settings

I called my ISP and they had me try all kinds of things and to no avail.....
