Load Recommended Services

Today at work I was helping fix a computer and the "Server" service in the Control Panel mysteriously was disabled. Finally found out that that was the problem I was having after 20 minutes. Is there software out there that you can run and choose between "performance", "recommended", "optimal" etc. services to load and it will load all necessary services for the OS to work properly? PC tools Registry Mechanic has that option but was wondering if there was anything else. That would be a good program to start with when diagnosing problems.
