Local Policy restriction issue

I'm working with a Window 7 Enterprise 64-bit system. It seems that anyone in the Administrators group that tries to open Internet Explorer gets the error "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."
First off, anyone in theother groups, Power Users, ect., can open IE no problem. There's no security settings locking down iexplore.exe and nothing in Applocker. No sure where else to look for this issue. Any ideas?

Long shot, but if IE was previously used to open a file (presumably .htm, or .html) from a removable device, e.g.: by going to File > Open > Browse..., and the removable device (e.g.: USB stick) has since been removed the program may 'hang' whilst trying to (unsuccessfully) open the file location. I saw this quite a bit with older operating systems (e.g.: Windows 98, 2000, and to a lesser extent XP) and usually with floppy disks. However IE has been around for a long time and whilst some parts are quite new other 'root' parts probably are not!
