"Lock the Taskbar" doesn't really lock it, how can I truly lock it?

When you choose lock the taskbar, it does stop you from resizing sections of it but it doesn't stop you from doing other things, like re-arranging icons in the quicklaunch folder.

Is there any way I can lock the icon layout in quicklaunch? Sometimes I might accidentally drop something in there when I meant to be dragging it to do an "open with", or I might accidentally click as I'm moving my mouse over the icons and it drags an icon to a different position and I have to figure out where to drag it back to, and in the most bizarre Windows feature ever ... if I then shutdown and startup, despite having moved that icon back to it's original position, after startup it'll be back to the wrong position (that it only spent 3 seconds being in by mistake).

Currently I just have a screenshot of my icons and have to use that as reference to keep them in the places I want them. Example ( imgur.com/UjltgAh ):

This seems like it will do what you want if the bottom icon is considered the thumbnail but I think they mean the aero peek thumbnail.

Thanks. I think that tool is really good, but not what I need. It doesn't do anything to lock toolbar icon positions.

So it only stops you from rearranging the thumbnails in aero peek, other sites also said it did what you wanted so maybe they were configuring it differently?

Using Home Premium I've never been privy to the group policy editor but I'm pretty sure your Pro version has it so try this (disregard the pronouns),

Since Matthew uses the Ultimate version of Windows 7, he has another option for preserving his custom Start menu arrangement. Press the Windows key, type "gpedit.msc," and press Enter to open the Group Policy Editor. Navigate in the left pane to this location:
User Configuration > Administrative Templates > Start Menu and Taskbar
In the right pane, navigate to "Prevent changes to Taskbar and Start Menu Settings.

Win7's Local Group Policy Editor provides an option for disabling the ability to change the taskbar and Start menu.

The OP is looking for a method of freezing the actual content of the taskbar rather than its position or shape. Because these items are simply stored in a folder, locking the taskbar would be as easy as locking down this folder, as well as taking care of the related registry key.

Theres a small caveat to doing this though: as the folder and registry key together only form the provision for constructing the taskbar, the elements of the taskbar itself would be held in memory. This mean that even if the folder and registry key are locked, the order of items in the taskbar may still be rearranged, however this change will only last for the duration of the login session.

Yeah. Something like this would be neat. I also often rearrange the icons or drop files there by accident.
