Lock wifi on/off

Is it possible to make it so that a password needs to be entered when you want to turn your wireless on at the computer?

So my kids can get onto their laptops, but not onto the internet unless they're allowed.
If not, is there any other way I can achieve the above result?

Setup basic user accounts for them and then disable the network connections for their account. It can only be re-enabled by the Admin account or the Admin password.

how exactly do i disable network connections for a specific account?

Log on to the account you want to disable the internet access on then goto the control panel, network and sharing and then click on change adaptor settings, it`s in the list on the left. Then right click on the network connection you want to disable, choose disable and it`ll ask for the admin password, enter it and the network adaptor will be disabled. The only way it can then be re-enabled is by using the admin password.

You could also use a firewall to lock everything down. Set it to block all incoming and outgoing connections.
