Login Problems/Cookies

I'm trying to login to an online photography class that I've registered for. I used Google Chrome for Vista before in the past to login to this website, and it was great. I since got a new laptop with Windows 7 installed, and the privacy settings are killing me. IE 8, Google Chrome, and Safari will not let me login to this website. Also, even for sites like yahoo.com, I had to individually go in and write exceptions for each browser for each website just to let it allow me to login. Is this a new thing for Windows 7 or something? Even with "allow all cookies" settings, I cannot login to websites without setting exceptions. This really makes me regret "upgrading" to Windows 7. Anyone else have a problem like this?
