Memory increase decrease

This is happening to my computer, whenever i boot it .Sometime it shows (assume i have 300 GB for C drive and 247 GB was last time when i saw that stable ) 246 GB, sometimes it shows 242 GB and sometime 247 and computer remains slow 10 or so minute after boot .So anyone have an idea what going on behind the scene ? I have Windows 7 32 bit operating system .Thanks
