Microsoft Arc Mouse Doesn't 'Start' Right Away

I dunno how else to explain it; the mouse doesnt't start right away. Activate?
I installed the drivers/software from the microsoft site, but when i re-boot my computer it takes maybe a full 2 minutes for my mouse to start working.

Welcome

Go to device manager and make sure that the driver for the mouse is up to date and working properly.

Try another mouse.

ok, i dunno if the mouse would work in safe mode or clean boot, or not, but what would it do for me if it did? how would that fix my issue within a normal boot environment

i connected i to another usb port, and ran it in safe mode, and it worked right away. i guess the other usb port did the trick, but i really dont understand what the problem was before
