Microsoft Identity Control - what is this?

I keep having a folder appear in the DOCUMENTS folder titled MICROSOFT. It houses a subfolder titled IdentityCRL. Inside that folder is a subfolder titled production. When opening the last folder, it says it's empty.

I delete the folder and it returns -- but I'm never sure when. This has been happening since I've had the computer and I probably should have inquired about it before now, but kept forgetting.

Anyway -- what is this and why does it keep reappearing?

from another forum:

"This is a folder and file created by Windows Live Sign-in Assistant and as such there is nothing sinister about it. However, it should be created in %APPDATA%\Microsoft folder and not in user's Documents folder. Perhaps Windows Live Sign-in Assistant is not configured correctly? Other users have also noted this problem."
