Microsoft Office Outlook 2007 won't change from Thai to English

I am having trouble with Microsoft Office Outlook 2007, word etc and not being able to change from Thai to English, I have all the language packs, all the settings to only English, I have tried changing the region to US and Thailand, and even tech support was of no help. But, Microsoft Office Access 2007 displays in English. I have tried everything, it's more of a principle now

It was in English before my tech support installed Microsoft Lync in my home computer. I even tried uninstalling Lync, no change! Microsoft Office Picture Manager is still the only one left in English! My tech support and Microsoft free tech support have been no help at all. It just seems like it is something very simple because all the settings are right and I have all the correct language packs etc.

Configure Language Settings for Outlook Web App: Exchange 2010 Help

In the second one there is reference to the language used by the client website server, which could mean that if your email server provider doesn't support English then Outlook will use the servers language. That is my interpretation of the wording. It does refer to Outlook 2010 so that may be different to Outlook 2007 but it might help you a bit.
It might also be worth talking to your email provider as well.
