You can actually change that to another non-Microsoft email and you don't need to provide a mobile phone. That how I had been using window 10 preview and our outlook emails.

It wouldn't be so bad but to update my mobile info to the new number I have to get by the security which wants to call me on my old mobile number to prove I am me. To make it worse I have another account and the security info has the new mobile number and knows the other user id, but it won't tell it the new mobile number. Some things still need a person who gets the idea I suppose. But it's real Catch 22 City. Sending stuff via Contact Us is a waste of time. There's never a response.
