You may have a bad motherboard. Which of the several good suggestions have you done. We still NEED to know what you've done with the BIOS and what version you have now. Jack is correct, the fan setting won't cause this problem, unless it not connected and configured properly.If you eliminate the impossible whatever remains, however improbable, must be the truth.
Therefore I believe you installed the "new" CPU improperly somehow, or bent the pins. You said you didn't restart from scratch, I think it's time you did, carefully examining the CPU pins, reattaching all the power connectors, RAM, GPU, etc. The CPU should fall into its socket with no pressure at all.
