mouse issue? on start up

Help. after boot up I click on anything above the taskbar and the icon opens then freezes, ie: control panel opens then I cannot open anything in it, the window outline turns grey? I do ctl,alt del for task master then I can click on control panel and it will open? ie: click on computer icon and I cannot open C drive, nothing happens until I open task manager?
I did a full repair.
when I click on the taskbar after a boot, nothing happens, nothing highlights or attempts to open. I am using a wiresless microsoft mouse. I aslo tried a usb mouse.

I tried system restore prior to a complete repair, also I did update the drivers for the microsoft mouse and the usb mouse, any idea why opening task manager allows the mouse to work?

Try the clean boot that I gave you. It may answer a lot of questions.
