Hello Forum,

Does anyone know of a reliable (free) MP3 bitrate converter software that's windows 7 (64 bit) compatable?

Not offhand. But I'd be surprised if you didn't find something on:
www.videohelp.com

There's a great searchable software tools database. Just click on Tools on the left of the initial page to get the search engine.

edit: also try the usual freeware sites: sourceforge.net, softpedia.com, snapfiles.com, filehippo.com

and sites like zdnet.

...Just FYI,

I had a chance to download & install Freemake Audio Converter however, I did not see an option / function to change the bitrate of an MP3 file.

I think if you press the cog icon on one of the presets you can set the bitrate to whatever you like. I don't actually use Freemake audio converter but that is how it is done on their Video Converter.

I’m sure what you say is true, however, by setting one of the presets you can set the bitrate for ripping CD’s to MP3’s but that will not change existing MP3 files to a lower bitrate which is what I need to do.

Load the mp3 and "convert" it to mp3. You can then change the bitrate of the converted file. I very much doubt that you can do an in place conversion.

I would like to recommend 3 free converters I have used before:
1. Zamzar, online converter, easy to use. You need to upload your file and the result would send back to you via email in a few mintues
2. Wondershare free video converter, which is offline tool and support batch convert, very easy to use.
3. ffmpeg, not that easy if you are not command line geeks.

Bitrate or bit rate literally means the number of bits that are conveyed or processed per unit of time. Actually, the unit of time is second, so, the unit of bitrate is bits per second(symbol: bit/s, bps), or kilo bits per second(kbit/s, kbps). WAV is an uncompressed audio format. The bitrate of a 2 channel, 16 bits per sample, 14400 sample rate WAV file is 2*16*44100=1.3 Mbps. MP3 is a compressed audio format. The bitrate of the same MP3 file as the previous WAV file is about 128 kbps, much less than the WAV file. You can adjust the bitrate of a compressed video of audio file. For the same format, lower bitrate means higher compression rate, lower quality and smaller file size.

Many people want to change video bitrate or change audio bitrate to adjust the size and quality. To do this task, a powerful Bitrate Converter is essential.
