Right click anywhere on the desktop, choose New, then select Shortcut. In the window that appears, in the box labelled "type the location of the item" enter C:\Windows\System32\msconfig.exe, then click Next, give the shortcut any name you want, click Finish.

Another way is by opening up the start menu & type msconfig in the search box. Right click on msconfig.exe then navigate to "send to" then click on "Desktop(create shortcut)".
