My computer wont shut down.

My motherboard broke down and i replaced it with another one.The problem is that when i shut down the pc, the monitor goes black but the fans are still running.Same when i press the power button.First i thought that my PSU its my problem.I had a 400 PSW.Now i replaced my PSU with a 520W one and the problem persists.
My specs are:
AMD Phenom X3 8600b
Sapphire Radeon R7 240 1Gb DDR5
4Gb RAM DDR2 800-MHz
Mobo:Foxconn A6VMX

Yes.Also makes that shut down sound.

Did you do a clean install of Windows, or plug in the HD with the old Win 7 install and use that, or ... ?
What did you do when replacing the motherboard ?
Is the new motherboard an exact replacement of the same make and model of the original ?

If you are running with the original install and changed the Motherboard, that can be a problem ...

I had windows 7 32bit and when i put my new motherboard i installed windows 8.1 64 bit.Everything is up to date:drivers,windows etc.

One thing you could try is create a bootable Linux CD and boot with that.
See if shutting down from the Linux CD has the same problem as Windows.

If Linux shuts down correctly, it sounds like a Windows problem.
If Linux has the same problem as Windows, it sounds like a hardware problem such as a short, power switch wired wrong, etc.

This is good advice. I would also advise you check for any BIOS updates to the motherboard, and see what changes are in any updated ones before considering an update. The reason i mention this, is I have seen this non-shutdown behavior caused by poorly implemented BIOS functions, that are corrected with updates.

Also, with a new MB it's always good to start with a Bios reset, check all settings, and save them.

I updated my bios to the latest version,nothing changed.I thought that if i will install win8 it will fix my problem..Also thought that my psu is the problem but no..3 different psu s same problem.Im just scared that if i have to shut down my pc from the psu switch my hdd/psu will break down.

Did you check the Power Management settings in BIOS ?
Also, does Hibernate work ?
When hibernating, the fans should turn off.
