Solved My Control Panel Won't open?

Hey I when ever I try to open Control panel I get this error: This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

My Laptop is a:
Windows 7 64 bit
Toshiba
Intel Graphics card
Intel Pentium

I was hacked about a month ago and it would not allow my task manager to open so I thought this was the case but I ran my Norton anti virus and the program that got rid of the task manager dis-abler (SUPERantispyware) but no virus' showed up so im not sure what is happening I have read many forums and they say type appwiz.cpl in run but it says the same thing so I don't know if im being hack or my computer is just ****ed so please get back to me as soon as you can thanks

First, I would recommend to do a full scan of your system with Malwarebytes free just to help make sure that you system is clean.

Afterwards, see if the tutorial below may be able to help you to enable access to your Control Panel again.

Do you have access to your Task Manager? If not, then the tutorial below may help to enable it again.
