After I had solved my previous issue with Paypal, it began recurring again. When I got the same "403 - denied" message when trying to access the USPS tracking site, I began to wonder if my IP address wasn't causing the problems all along. I search "what is my IP" address, and it came up with the same IP number, but several sites showed my location differently. One shows my location as Hanoi, Vietnam, another shows my location as Phnom Penh. Phnom Penh is probably closer to correct, as I AM in Sihanoukville, about 125 miles southwest of Phnom Penh.
I can see why both USPS and Paypal might have problems with this. I can probably convince Paypal to let it through, but how can I get the USPS to do the same?
