My laptop will not reboot

My laptop will not reboot unless i remove the battery and hold down the start button, then replace the power cable thus doing a reset, but when i try turning off and on in the normal way it still will not start. Can somebody tell me why this might be?

I managed to get it started again, which I can do from time to time, I then backed up all my documents and returned the laptop to out of the box reformatting etc. I then turned off the laptop and guess what it is still exactly the same. Does this suggest that it is a hardware fault instead of software or is it still in the cmos or that kind of thing?
