My on-screen keyboard does not pop-up.

yesterday night i could use my on-screen Keyboard perfectly, i dont know what i did but i restarted my pc, after that i tryed to open my on-screen keyboard, i clicked on it and it seemed to load, but i waited for more than 5 minutes and it never appeared, so i clicked again and never appeared, so i tryed to look for on-screen toubleshoot problems, and i found out i had to crear a new user on my windows and i did that and i tryed to open on-screen keyboard on that new_user , i clicked on it and i waited for some minutes and it didnt appeared, so i returned to my main_user windows and i saw it oppened on my main_user not on the new_user, so i closed the on-screen keyboard and tryed to open on main_user and it didnt work, it only works if i open through new_user but it doesnt appear on new_user it appears on main_user, what should i do? it does not show any error message. my operating system is windows 7 - 64 bits.

thanks it helped but i had to recovery it a point that was a month ago, because i tryed a point of a week ago and it didnt work. btw, im having another issue with uninstalling IE-9, i tryed all the steps i could search on webs and it never worked it seems its corrupted, how to uninstal a corrupted update? do you know it?
