On a 5 years old laptop it can be that the heat sink is clogged with dust. As temperature goes up, CPU clock goes down to protect.

There appear to be a number of different threads by the OP.
After reviewing i have the follow comments

The product key in use is a MAK, it has NOT been validated -- no updates will be processed until
1) kb971033 is installed
2) you also need to register it via your college/business
(if this was a downgrade from W10/W8 not even sure it will work)

Back-up/Restore
Looking at the earlier reports supplied you have been changing certain Service's properties .
(VSS and system restore to name a couple)

you also appear to be running 2 AV's.
