my windows OEM is no longer activated

Please explain how you have an OEM_SLP Key in use then.
There is no SLIC table to enable its use anyhow - you would have to use a legal COA or Retail Key once we manage to fix the problem (whihc may be the result of a broken Activation Exploit).
Do you have such a Key?

There is a good chance that the Windows installation is counterfeit - either that, or the power problems during Sandy wiped the SLIC table

What I'm saying abut Norton is that it's frequently the cause of issues in all areas of Windows - especially if it's either been upgraded, or uninstalled without also running a cleanup tool.
In my opinion, it also causes too much hassle for the average user while in daily use. It's improved slightly in the past few years, but I still wouldn't have it on any of my machines, although I no longer automatically rip it out of clients' machines.

I'm inclined to think it may be part at least of the cause here - so please first download MSE from Microsoft Security Essentials - Microsoft Windows
and save teh file to the desktop,
Then follow the instructions to back up your Norton license, etc. and uninstall Norton and run the Norton Removal Tool - from here....

reboot another time, then install MSE, update it and run a full system scan.

i have had Norton for years. and Ive never had a problem. when i got the computer and install Norton it was activated. we have payed alot of money to Norton and still have 400 days left on contract as of now so im not going to get reed of it.

i will do what you ask but im going to put it back on the computer.. its payed for alrdy

I *think* the most likely problem is the SoftwareDistribution folder.

Please try the following

Open an Elevated Command Prompt folder
at the prompt, run the following commands

NET STOP WUAUSERV
REN C:\WINDOWS\SOFTWAREDISTRIBUTION SDOLD
NET START WUAUSERV

Then reboot and post a new MGADiag report.
