Need help with Windows 7 SP1 problem

Since about less than a year ago I have started to have this problem that seems to only happen after I install SP1 on x64 windows 7.

After update, my computer's desktop will not allow me to move any icons around. Even with the align to grid deselected and various other options it simply will not allow me to move icons. The second problem is when i login to the desktop I am not able to click the taskbar and the only fix is to start up task manager to even be able to click on anything on the taskbar or desktop. The third problem I experience is when i use IE or firefox (even with adblock on or off/removed), I can not even click on anything in the window, I have to either alt+tab out and back in again to work, if i goto another program it will happen once again.... The fourth problem I experience is youtube videos also require me to alt+tab out and back in to even use any play feature. Various other applications such as Origin will not allow me to click on login or play game, I have to tab around the application and hit enter.

I don't know wether it is a hardware preference doing this, but I doubt it. If anyone has any insight, please let me know!

Also, I am not able to move my browser (firefox) at all around my desktop when it is out of maximized mode...

Sounds like a bad mouse/cable/USB port.

There's no way it can be a bad mouse port/usb port. I have switched usb mouses. I have switched ports, etc. forgot to mention--When I download something the download box will pop up prompting you to click on 'OK', i click on okay and it seems like im clicking thru the dl box onto the window behind. I then have to either alt+tab to the dl box again or access via task bar.

I can't think of a w7 issue that would cause all these issues. For curiosity run this scan, once is enough, post the results.
This may help, run the steps outlined in this tutorial, Option Two, and reboot the system:

Code:
Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log
The system file repair changes will take effect after the next reboot.
Or a message that no integrity violations were found.
Or that Windows Resource Protection found errors it cannot repair, if so rerun the steps above.

Just did the scan several different ways. all come up to say that 'Windows Resource Protection did not find any integrity violations.'

Any suggestions?

Possible corrupt user profile.
Not sure why this has happened to you several times however. What startup programs are you running? What programs start with the pc?

The only things that I allow on startup is Steam, MagicDisc, and Catalyst CC (AMD/ATI Driver)
Those, besides magicdisc, is the only things I ever allow to startup upon login. Since i created that other account my main user is actually working 100% now. I do suppose that it is corrupt user profile... but i have mainly used the same ISO of 7 for the past few years aswell.. So it also may be this distribution that i got from MSDN..
