Need to CREATE a RESTORE POINT in Windows 7 but can not do because

I get an erro when "Create" System Restore point. It will also does the same if I try to restore to a old Restore Point.
An error was detected in the Volume Show
The net points to the "VSS fails you will always get a corresponding message in your Windows event log".

None of the fixes seem to be the same as what my Window 7 Home Premium 64 bits looks like.

Can anyone help?

I'm thinking that possibly tweaking.com's Windows Repair (All in One) can help; if memory serves me, it has a VSS fixer. Items 26 & 27 will be ok to run also -- all of this in Safe Mode with Networking.
