Network adapter on different user accounts

⁠⁠⁠Hello There, i have a question concerning a laptop with windows 7 home premium on it. There are 2 accounts present, one admin and one account with rescricted permissions. I want to set it up so that the admin will have the lan adapter enabled permanentely while the resctricted user account will have it disabled. i know that there is no solution out of the box in win7 for this and google did not reveal anything that helped me. I would appreciate any suggestions and help you guys can come up with!

Create a batch file using the info in option three here:
Network Adapter (NIC) - Enable or Disable in Windows
(it works for Windows 7 too)

Run that batch file via scheduled task using this info here:
http://www.sevenforums.com/tutorials/67503-task-create-run-program-startup-log.html
Set the task to run when the restricted user logs on.
