Different settings on different user accounts

Title.
I wanna have chinese as a language for non unicode programs on one user account while english for another user account... is that possible?

Windows 7 Home Premium 32bit
That is possible to do in Windows but not with a home edition. You would need Windows 7 Ultimate (or Enterprise but that is not a retail product).
