Network Nightmares. Unable to ping

Hello! First time here.

I have four computers on a home network, two (A&B) running Win7 Home Premium 64bit. Two (C&D) running XP SP3. The two Win7's are recent installs but I had lot's of similar troubles with an earlier install of Win7 Ultimate, so I switched to Home hoping I could fix this. Yeah, right.

Belkin N750 router. All wired. All are named Workgroup. All computers can access the internet. All can access and share files except B, C & D can't access or ping A. I'm running Norton NIS 2011 on each machine and the security map sees all computers properly. I've run a couple different LAN programs from B,C & D and each time they can see A is on the network but still can't access it.

I've disabled the NIS firewall,uninstalled NIS and even booted in Safe Mode (with NIS installed) and still can't ping A.

I've tried both static and DHCP on A, set NetBios over TCP/IP.

I've spent many many hours working on this and twice as many searching the net and trying fixes but nothing has worked so far. I know it's probably something simple but so far I can't seem to find it. I hate to reinstall Win7 because the problem has been here since the beginning.

I find it absolutely ridiculous that so many have similar issues with Windows networking. TeamViewer needs to build an alternative to Microsoft's network. I had a similar nightmare with Windows Remote Desktop a few years back and TV fixed that problem instantly.

I know this may sound so simple you may have overlooked it; but have you tried to do a ipconfig /release and then ipconfig /renew?

That's one I haven't heard of. I did try it and it came back with:

"Windows IP Configuration

An error occurred while releasing interface Loopback Pseudo-Interface 1 : The system cannot find the file specified.
The operation failed as no adapter is in the state permissible for this operation."

You're probably on to something here but I wouldn't have a clue where to go with this.

Messed with this some more today and again got nowhere. I did uncheck the IPV6 box in Network Connections. It basically disabled the internet. But I did notice while pinging this computer from another when it was disabled, the response was different... Destination host unreachable, instead of Request timed out.

I also noticed that for some reason "Computer Browser" is not running in Services. It's currently set for Automatic but when I check after booting, it's not running. I tried starting it ( not with a reboot ) and it doesn't help the situation. Maybe I'll try setting it to manual.

When you uninstall Norton did you use the uninstall tool that is made for the job?

If not then Norton will have it's hooks deep into the Op system and won't let go.

Follow the directions in the link to completely uninstall Norton > After that use CCleaner to remove temp files and old registry entries.

Don't reinstall any type of Anti Virus software until after you make sure that everything is networking as it should be.
