Network scan is saying that i have two PCs with the same IP address?

I have had some intermediate internet issues over the past few months concerning my download speed, IOT devices establishing service,etc, pretty much alot of down time and an overall shotty network. I pay for 1 GB of data and have a Netgear modem and an Asus RTAX58u (AC3000) and even though i do have alot of devices, with my internet package and a new router and modem (not using the basic ones your ISP give you) I feel like something else is causing the issue. Not to go to much into all the issues and weird things that have happened, I will mention the two things that have made me reach out for help. One being that my Avast Network software determined that there has been a man in the middle attack conducted on my network or that it picked up whatever signs that show that is the most likely case. And second (for what this thread is labeled) my computer says there are two pcs with the same ip address on my network. However, I have checked and i dont see any other device with the same ip address and all the mac address that my router shows all cooerspond to the devices that we have documented their mac ids. I really want to know how to get to the bottom of this. I would honestly say that i have good netsec and am hyper vigilant when it comes to my data and any other privacy or security concerns most people dont think twice about. Maybe i do too much and have made a mistake by over protecting my stuff and have made myself an obvious target. I would appreciate any help that can be given. Thanks.

Try the following:

1) Lets see if you have a double NAT situation with the modem and router. To do that go to command prompt and enter tracert 1.1.1.1 If the first two hopes are local IPs, like 192.168.XXX then you have a double NAT. In which case the modem needs to be setup in bridging mode to the router.

2) If the above is not true, make sure your modem and router firmware is updated.

3) Plug directly into the modem. Same issue?

4) Start Windows in Safe Mode WITH networking. To do that restart the computer and keep pressing the F8 key. Still have an issue?
