Network working only one way, no access

Got my new TP-Link router up and running all is well, my spare rig in ther conservatory is connecting to the net fine and it is accessing my main rig but I can not connect to it from my main rig I have done everything I can think of.
All open/owned/shared with everyone, so yes all permissions are ok.
Managed to get this from event viewer :

Checked with firewalls down stillno access :

Are these both Win7 machines? If yes, is Network Discovery turned on?

Can you ping each other? Or is this one way only too???

Yes both win 7 machines, network discovery is on, I can access one machine main one from secondary but can't access the secondary one.
not sure on how to ping a machine sorry bit thick when comes to networking :o

Turn off any firewalls, note that many of todays antivirius products include a firewall too.

I recently upgraded my Norton from 2011 to 2012 version... the 2012's firewall blocked any network access until I turned it off!

The Computer Configuration\Windows Settings that Canoflex mentioned can be accessed this way, Win 7:

Open Run console,
type gpedit.msc
press enter,
There you will see the Computer Configuration.

The only problem is that, on my machine, running Win 7 Ultimate x 64, there is no Local Policy selection under Security Settings.
