Solved New Hard drive - error code 0xC004E003 Windows 7 Pro 64 bit

My hard drive failed a couple of weeks ago on my dell precision, I ordered a new Silicon Power SSD and installed it but when trying to activate windows using my product key got some error (different from this one) but after trying slui 4 and slmgr /rearm and trying to enter the key again i just get this one. The installation on my HDD before it died was definitely genuine (but i think OEM key?). The only answers i can find to solve this is to contact Microsoft activation phone number but i don't get that option when it asks me, and i cannot find the number online.

Honestly i have no clue, i bought the laptop off ebay about a year ago and it came preinstalled (Seemed kind of sketchy to me when i got it with no disks or anything, but like i said it has the genuine thing in the control panel). I got the key using belarc i think and had it on a USB drive when my HDD died (Got paranoid when it started making clicking noises). The OEM on the laptop says it was originally vista but i really hope the windows 7 license will work, i just cannot use vista after windows 7. Is there a COA sticker on the case for Windows 8 Pro?
This looks to me as if the machine originally shipped with Win8 installed, and was downgraded to Windows 7 Pro.
If that's the case, then the only option for reinstall is to use the manufacturer's Recovery media for the purpose, as no Product Key is ever issued for the downgraded system, and it relies solely on the SLIC table and associated licenses in the media.

...hmmm - you say there's a Vista COA sticker on the machine's case? Is there also a date of manufacture anywhere? is the Dell Servicetag number still readable (if so, what is it?)

The BIOS is dated June 2013 - which is what made me think this was probably a Win 8 machine.
Dell's specs currently show this as having probably shipped with Win 7 Pro - but the Servicetag will allow us to find out for sure.

The BIOS SLIC table is definitely Win7-compatible - but Dell mistakenly posted some BIOS updates that also updated the BIOS SLIC table and resulted in effectively giving the users free upgrades so long as they used the Recovery media from Dell.

I can't seem to find the dell servicetag number anywhere on the laptop itself (even under battery) but it's displayed in the BIOS (Which is the latest A29): DVDVPH1
The laptop was built from 2008-2009 and has no windows 8 COA, but the vista COA says vista business OEM. Unfortunately all i got from the seller was the laptop and original box it came in, the description just said a clean install of windows 7 pro x64. No recovery disks or partitions or COA. Unfortunately i put my trust into Belarc to get me the activation key if anything went wrong. So am i out of luck with the windows 7 key? This is starting to turn rather depressing.

There's no way it qualified for the freebie upgrade to Windows 7.

What to do now?

In theory, your only legal option is to reformat and reinstall using Vista Business from Dell.

However - Dell install disks for Windows 7 Pro are available for sale in many places.
