Clearing CMOS is done while off. You even need to unplug the powerline from the wall or UPS if any. You don't actually need to wait for 3 hours (my opinion) but the guys said that. Some even just do it by taking out the CMOS battery for 10 second and put it back, then all reset back to factory default. That is just based on my own experience.
