New Vid Card, Drivers Installed, stuck at 640x480

Second time typing this - lost power in the middle :x

Dell Dimension 9100 originally came with a Radeon X300 SE PCI-e video card. Computer was working fine on Friday when I left, came in this morning - comp had been restarted - resolution was set at 640x480. I've tried everything with no luck. I noticed upon a restart that the system had installed 'Critical Updates' over the weekend so I did a system restore to last Wednesday (two days before there were any known issues). Didn't change a thing. Yes drivers are installed, computer has been fine for years. I'm running Windows 7 Professional 32bit. After searching for the longest time I came across a thread where someone had a similar problem and said it was the video card itself. They replaced it and everything came up fine.

So I bought a new video card. I now have a Radeon HD 4530 PCI-e card, drivers installed, same issue. The monitor is installed as well (not a Generic PNP) as you can see from the device manager. (((Could it be the pci-e slot???)))

Attached is a heavily documented image gallery of all the screenshots so you can see what I've been working with. None of this makes any sense. In case its important, I'm using a VGA cable, not DVI. (monitor and vid card (old and new) support both...I just don't have a DVI cable to use).

ANY HELP WOULD BE GREATLY APPRECIATED!!!!

Yes I have run activation tests to make sure that I pass and everything does in case anyone was wondering if there was a Windows Genuine error.

Two hours of ATI tech support - Monitor had gone bad. Switched out monitor and everything came right up.
