When Internet Explorer 11 is released it is doubtful it would be supported by Windows 7. From what I understand even IE 10 was originally not intended for Windows 7. By restricting IE 11 to Windows 8 and later Microsoft would be able to take advantage of the new technology it offers. Windows 8 is not just Windows 7 with a new user interface.

Will it be better than IE 10? The problem is that "better" is such a highly subjective term that answering that question would be extremely difficult. I wouldn't even try. It depends a great deal on how you define "better".

I think Microsoft made a big mistake letting IE10 support Windows 7, I had it installed on my computer for a few weeks, I noticed it was way slower than IE9, so i uninstalled IE10 and went back to IE9, and I have a strong feeling when IE11 is released it will not support Windows 7, just like IE9 does not support Windows XP, it would be nice if IE9 would support Windows XP, because so many sites stopped supporting IE8

I agree, ie 10 was basically made for Windows 8. I installed it on one of my desktops running Windows 7 pro and it slowed down the entire machine. Uninstalled it and went back to 9 and all was fine again
