No administrative rights plss help

Even tho i am the only account and it says i am the adminstrator i cannot do anything related to being an administrator i tried to run cmd exe as an administrator and a error window pops up sayin "the specific procedure could not be found" same for trying to run internet explorer as administrator i even tried the system recovery and a error message pops up saying " system restore could not start i noticed the problem when my internet wouldnt connect(wireless) and when i click the windows diagnostics it says " problem found the diagnostics policy service is not running" it also has an option to try these repairs as an administrator but it does nothing when i click it PLSS HELP

Try running MBAM...Malwarebytes | Free Anti-Malware & Internet Security Software the free version and do a complete scan to see if there are any bugs interfering.

Cant connect to the internet it says no connections are available and to repair that i need administrative access ((

I got it to work in safe mode i just restored the system thanks for the help tho

Are you allowed to run your computer and get on the internet?
If the restore featured worked than all is well.
