No Reaction from Control Panel

I cound't find a better suited place for my problem, please forgive me admins..

I upgraded from Vista Home to Seven Ultimate yesterday and the first thing I tried was to customise my environment (start, background). However, after numerous clicks, minutes of waiting time and checking Taskmanager, I came to the conclusion that Control Panel went out on holiday.
The CP menu does not pop up, neither can I access my Display properties through right-clicking. I found a trick to have a list of the CP cpmponets i my explorer, but from there not all the functions work..
I use Directory Opus instead of Windows Explorer as a default file explorer, but that shouldnt be the cause of the problem, right?

I am seriously considering rolling back to Vista, even if that means.. well... vista.. :(

Before I went back to vista, I would try doing a format/clean install of Windows 7... IMO "Upgrading" is an ify option at best... Ive seen too many instances of an upgrade affecting the successful installation of Windows 7, and the problems that you are describing bears that out.. Good Luck.. ;)

You might try running the sfc /scannow command at the command prompt. This command will fix any files that may have been corrupted during the upgrade.
